Family Perspective
How does the crime of child abduction affect the family? This presentation gives participants an opportunity to hear first-hand how family members cope with the pain and anguish of the search for an abducted child and their experiences with law enforcement, advocates and prosecutors. This revealing first-hand experience will help investigators improve their response to future cases involving missing and abducted children.

What We Know About Long Term Missing and Cold Cases
This module explores the differences between Long Term Missing Investigations and Cold Cases. Using a variety of resources as a foundation, the module examines the data on Long Term Missing Persons cases, and how that data can be adapted to facilitate proactive investigative strategies aimed at case resolution

Case Study
This case study examines the issues surrounding the reported runaway of 16 year old Margarette Ann Cuauhtli in 2001 in Arlington, Texas. The initial response, the investigative follow up at the time and the lack of activity that followed along with their impacts are all discussed. The study will detail the renewed special attention and interest in the case beginning in March 2002, and track the ultimate arrest and prosecution of her stepfather on charges stemming from the investigation.

Investigative Techniques, Dynamics and Best Practice
This module has been designed to meet the needs of the criminal investigator who is responsible for investigating the long term missing or cold cases, unresolved child homicides and the identification of unknown human remains. The essential investigative techniques applicable to these unique investigations will be covered through lecture and applicable case examples. Discussion will provide participants with new knowledge and capabilities. Additionally the participant will be exposed to proven cold case methodologies, including review of inventoried evidence, how to approach previously interviewed subjects and best practices for reconstructing cold cases.

Case Study
On July 11, 1963, the remains of an infant were recovered from Keene Creek Reservoir in Jackson County, Oregon. An investigation followed, but with no identity of the infant, no established cause, and no manner and means of death, the case eventually went cold and the baby was buried in the local cemetery. In 2008, the case was reopened for additional work. This case study explores the history of the investigation, the strategies newly employed, and the collaborative effort between Jackson County, Oregon, NCMEC and the community to generate leads and do a 3-dimensional facial reconstruction of the child.

Supervising the Lead Investigation
This module examines the various methodologies for initiating, investigating, and managing Long Term Missing Child Investigations. Based on case studies, investigator’s experiences, and research written on the topic, the module gives the investigator and supervisor concrete suggestions on how to begin and maintain an investigative focus. The module speaks to effective case management and how to deal with unanticipated issues that may arise.

Investigative Techniques, Dynamics and Best Practice
This module of instruction will be a continuation from day one, focusing on investigative techniques, dynamics and best practices which influence closed cases, suspended or forgotten cases never reported to law enforcement and cases closed due to technical closure policies or practices.

Investigative Techniques, Dynamics and Best Practice (continued)
This module of instruction will be a continuation from day one, focusing on investigative techniques, dynamics and best practices which influence closed cases, suspended or forgotten cases never reported to law enforcement and cases closed due to technical closure policies or practices.

2:00 PM - 4:45 PM
Interactive Case Study
This block will include facilitation of applicable case studies in which participants will be given case examples, issues and situations to review and attempt to resolve. This interaction has been developed to reinforce instructional points and encourage communication among participants.
