Goals and Objectives of the CEO Child Sex Trafficking
The most important role of a CEO in the system and their community is to develop an effective response for all victims. The objective of this training is to enable participants to build capacity and maximize response within their agency to child victims of sex trafficking. Understanding who these victims are, who their exploiters are, and how the crime of child sex trafficking occurs in communities is the first step in accomplishing this goal. CEOs will learn how to provide individuals within their organization the necessary tools to respond effectively to these victims. Leveraging available resources and engaging community partners will be discussed.

Understanding the Dynamics of Child Sex Trafficking
What does current research reveal about recent incidents involving missing and abducted children? In this module, participants will be educated on the major issues involving missing and abducted children. There will be an overview of trends as shown in current research. The participants will learn about each classification of missing children, victim and offender profiles and the social ramifications of having a missing and/or abducted child. Each participant will develop a firm understanding of what they may encounter and the importance of developing local policies and procedures to help successfully manage investigations.

Quantifying Child Sex Trafficking Locally: Identifying and Recovering Victims
A Proactive approach is of key importance in a community’s response. This presentation will provide proven techniques on how to identify and recover victims of sex trafficking. Making an often invisible crime, visible, from an individual system response, or collectively through community partnership is critical. These identification techniques will enable communities to quantify the problem of sex trafficking locally, enabling a more effective response. Techniques to identify system challenges and solutions to those challenges will be provided. Roles and responsibilities of system stakeholders will be reviewed, and techniques to develop a working protocol will be given.

Role of Technology in Child Sex Trafficking
Technology is a pivotal part of the Trafficker’s business plan. Technology is used to recruit, market, control, and exploit the child in sex trafficking. How to use technology to build the case against the trafficker will also be discussed. Case examples will be utilized to illustrate how technology is used from both perspectives in trafficking cases.

Child Sex Trafficking Case Study
Case studies will illustrate information provided from the training. Implementation of the techniques discussed, common challenges that may be presented, or pitfalls that may be encountered will be demonstrated.

Developing an Effective Community Partnership
Increasing capacity and response, as an organization and as a community, by establishing new, ongoing interagency arrangements, procedures, protocols, and policies. To achieve this, participants will be provided with a proven threepoint strategic approach to combat child sex trafficking in their community. The three-point strategic approach will focus on Prevention, Protection, and Prosecution of the offender, focusing on community awareness, screening high risk youth, and service coordination for victims. Participants will be provided with tools, and lessons learned in other communities to conduct an assessment of their community’s resources. Identifying priority areas for an effective victim-centered community response will be discussed.

Managing the Child Sex Trafficking Investigation
Manager’s responsibilities while supervising child sex trafficking investigations, from logistics of undercover operations to ensuring proper corroboration takes place will be discussed. The importance of recognizing the psychological impact these investigations may have on investigators and developing methods of support for your team will also be discussed.

1:30 PM - 3:30 PM
Child Sex Trafficking Response Continuum, Identifying Gaps in Services
Participants will complete an objective self-assessment, identifying possible gaps of service within their community. This self-assessment will be accomplished through the use of a case study and group discussion on the most effective response to the scenario provided, dependent on available resources. Managers will then be able to compare their organization’s response readiness to that of the group’s collective response to the scenario

3:30 PM - 4:30 PM
Next Steps: NCJTC Training Resources to Become Fully Successful
The National Criminal Justice Training Center offers a continuum of resources, and trainings to fully engage those resources. Managers will be shown all available trainings and resources to enable them to develop an effective informal or formal Multi- Disciplinary Team, depending on their community needs.
