Cathy is a Detective with the Dallas Police Department who has investigated child sex crimes for 19 years. She co-founded the High-Risk Victim Unit, the model responsible for the recovery of thousands of high risk and child sex trafficking victims. Recoveries have resulted in the prosecution of traffickers as well as buyers. Cathy developed DPD’s Cross City, a recovery operation later replicated by the FBI as Cross Country. Cathy also developed DPD’s Brick and Mortar Operation which consists of a recovery component and a demand component which has resulted in the recovery of many child sex trafficking victims as well as the arrests of traffickers and buyers of children.
