Prior to joining NCJTC, he served as the Chief of Police with the Pueblo of Isleta Police Department. He has over seventeen years of law enforcement experience capitalizing on supervisory experience, operational management, staff development, administrative and finance management, motivational leadership and decision making. He served as the liaison between the Pueblo of Isleta, Bureau of Indian Affairs, and surrounding law enforcement agencies to build relationships and matters related to community safety. He has worked closely with diverse teams to successfully receive federal grant funding, implement Memorandum of Agreements, develop policy and procedures, and for implementing and managing the Sex Offender Registry Program.

Julian Garcia is currently assigned as a Gang Unit Detective within the Criminal Investigations Division for the Tohono O’odham Nation Police Department. Julian has over twenty years of law enforcement experience, including ten years as a corrections officer for the Pima County Sheriff’s Department. Since becoming a Gang Unit Detective, he has had to complete the Criminal Investigators Training Program at the Federal Law Enforcement Training Center in Glynco, Ga. His current position allows him to work closely with the FBI, the Department of Alcohol, Tobacco, Firearms, and Explosives (ATF), Homeland Security Investigations (HSI) and the United States Attorney’s Office. Julian also helps teach courses at the Southern Arizona Law Enforcement Training Center Police Academy.

Master Sergeant Warren Warrington began his law enforcement career in June 1985 with the Menominee Tribal Police Department and has been with the department for over 30 years. He has served in various capacities at the Police Department, including Correctional Officer, Patrolman, Patrol Sergeant, Investigator, and Master Sergeant. Warren has supervised the Menominee Tribal Police Patrol Division and the Menominee Sex Offender Registration and Notification program. He has also been assigned as the Police Department Liaison to the Menominee Healing to Wellness Court. Warren assisted the National Association of Drug Court Professionals in the development of training curriculum. Additionally, Master Sergeant Warrington is a United States Army Veteran, a graduate of the Menominee Indian School District, and attended the University of Wisconsin-Oshkosh.
