This intensive three-day training program is designed to provide advanced strategies for effectively investigating, supporting and prosecuting domestic violence cases. Participants will gain a deeper understanding of the complexities of domestic violence-related cases, including working with non-cooperative victims, assessing risk, and gathering critical evidence from the start. The course emphasizes practical skills for conducting investigations, victim support, and courtroom preparation. Through expert-led discussions and case studies, attendees will leave with actionable tools to enhance their approach and improve outcomes in domestic violence related cases.

*An in-service companion training related to officer-safety will be included as a part of the program.* This is an in person **PILOT** course and is being offered at a special introductory rate of $120 per person. Upon successful completion of this course, you will be able to: * **Apply Non-Cooperative and Evidenced Based Investigation Strategies** | Consider effective techniques for gathering evidence and information from victims, particularly in cases where victims may recant later | Apply initial response information and physical evidence to establish a strong case foundation * **Identify Power Dynamics in Domestic Violence** | Recognize and analyze power and control tactics in abusive relationships and apply this knowledge to investigations | Consider special circumstances in domestic violence situations including LGBTQ+ and other communities * **Assess Lethality and Risk Factors** | Review lethality risk checklists and behavioral patterns to evaluate the potential danger to victims | Consider the purpose of using lethality checklists | Apply risk assessment results to shape investigation and prosecution plans * **Conduct Trauma-Informed Interviews** | Review trauma-informed interviewing techniques with victims and suspects, particularly in handling recantations and fear-based responses | Apply forensic interviewing to identify and establish evidence support for a strangulation assault * **Develop Effective Follow-Up Strategies** | Review follow-up strategies to collect additional evidence, track injury progression, and document violations of protection orders | Discover the importance of a follow up interview with a victim | Apply follow-up techniques to strengthen cases and ensure victim safety (Develop Advanced Investigative Techniques for Strangulation Assault) | Identify the act of strangulation and the signs and symptoms of a strangulation assault | Develop proven tactics to assist in establishing serious physical harm for proper criminal charges * **Prepare Domestic Violence Cases for Prosecution** | Apply strategies for preparing cases for trial, with a focus on victimless prosecution techniques and jury preparation | Explore expert witness testimony for case development/prosecution * **Enhance Safety in Domestic Violence Response** | Identify and mitigate dangers in responding to domestic violence calls by applying safety protocols | Engage in group discussions and exercises that emphasize response safety for officers and victims

Bob is a 45-year veteran prosecutor. Bob spent nine years as an Assistant State’s Attorney in the Cook County, Illinois State’s Attorney’s office. In 1987, he came to Wisconsin as an Assistant District Attorney in the Felony Unit of the Dane County District Attorney’s Office. In 2014, Bob joined the Criminal Litigation Unit of the Wisconsin Department of Justice as an Assistant Attorney General. Bob has lectured on all aspects of prosecution and investigation of crimes, including but not limited to murder, child abuse, sexual assault, gang crimes, sexual assault, strangulation, victims’ rights, competency to stand trial, the mental disease or defect defense, the rules of evidence, prosecutor ethics, law enforcement investigations and working with prosecutors’ offices, all aspects of trial practice, witness preparation, sentencing and plea negotiations. Bob is certified as a Trial Advocacy Instructor by the National Institute of Trial Advocacy.

In July of 2022, Todd obtained a confession from a 1981 strangulation cold case homicide. The suspect pled guilty for that homicide in October of 2022. Todd is a current adjunct faculty member with the Owens Community College Criminal Justice Department, OPOTA instructor, North Carolina Criminal Justice Instructor and instructs domestic violence and strangulation investigation training on both a regional and national level. He was instrumental in getting the Ohio strangulation law passed in December of 2022.
