This intensive three-day training program is designed to provide advanced strategies for effectively investigating, supporting and prosecuting domestic violence cases. Participants will gain a deeper understanding of the complexities of domestic violence-related cases, including working with non-cooperative victims, assessing risk, and gathering critical evidence from the start. The course emphasizes practical skills for conducting investigations, victim support, and courtroom preparation. Through expert-led discussions and case studies, attendees will leave with actionable tools to enhance their approach and improve outcomes in domestic violence related cases.

Bob is a 45-year veteran prosecutor. Bob spent nine years as an Assistant State’s Attorney in the Cook County, Illinois State’s Attorney’s office. In 1987, he came to Wisconsin as an Assistant District Attorney in the Felony Unit of the Dane County District Attorney’s Office. In 2014, Bob joined the Criminal Litigation Unit of the Wisconsin Department of Justice as an Assistant Attorney General. Bob has lectured on all aspects of prosecution and investigation of crimes, including but not limited to murder, child abuse, sexual assault, gang crimes, sexual assault, strangulation, victims’ rights, competency to stand trial, the mental disease or defect defense, the rules of evidence, prosecutor ethics, law enforcement investigations and working with prosecutors’ offices, all aspects of trial practice, witness preparation, sentencing and plea negotiations. Bob is certified as a Trial Advocacy Instructor by the National Institute of Trial Advocacy.

Todd is a 33-year law enforcement veteran with over twenty years of experience as a criminal investigator. A former K-9 handler and special response team member, Todd also has over 20 years of experience as a law enforcement trainer and educator. Todd is a court certified expert in Domestic Violence and strangulation assault, a certified Ohio Peace Officer Training Academy (OPOTA) Master Criminal Investigator and a Certified Criminal Profiler through the Forensic Criminology Institute. Todd received the 2022 Purple Ribbon Award for the National Law Enforcement Partner of the Year from Domestic Violence Shelters.org In Todd’s recent role was as the lead investigator for the Wood County Prosecutor’s Office, he served as a liaison between area law enforcement and the prosecutor’s office, reviewed and assisted with all strangulation cases, assisted law enforcement with complex investigations, worked on cold case investigations and cases which involve special prosecutions. In July of 2022, Todd obtained a confession from a 1981 strangulation cold case homicide. The suspect pled guilty for that homicide in October of 2022. In addition to being an associate with NCJTC, Todd is a current adjunct faculty member with the Owens Community College Criminal Justice Department, OPOTA instructor, North Carolina Criminal Justice Instructor and instructs domestic violence and strangulation investigation training on both a regional and national level. He was instrumental in getting the Ohio strangulation law passed in December of 2022.
