On August 3, 2023 Audrey K. Skwierawski was appointed interim Wisconsin Director of State Courts and then transitioned to serve as Director on January 1, 2024. Judge Skwierawski received a B.S. from Northwestern University and a J.D. from Georgetown University Law Center in 1992. Judge Skwierawski worked in private practice in Washington, D.C. until 1994, when she left to join the Milwaukee County District Attorney’s Office where she served for fourteen years. While there she litigated sexual assault cases, headed the domestic violence unit, and handled Sexually Violent Person commitments. In 2008 she took a position as the coordinator for the City of Milwaukee Commission on Domestic Violence and Sexual Assault. In 2011 she was hired to serve as the Violence Against Women Resource Prosecutor at the State of Wisconsin Department of Justice where she provided training and direct litigation assistance to prosecutors, law enforcement officers, victim service providers, health care professionals, and community advocates throughout the state. Judge Skwierawski previously served on the Attorney General’s Statewide Sexual Assault Response Team, the State of Wisconsin Violence Against Women Act Advisory Committee, the Wisconsin Department of Children and Families Judicial Workgroup, and the Milwaukee County Court Reporter Committee. She is the recipient of the Task Force on Family Violence Leadership Award, The Healing Center Hope Shining Award, and the Wisconsin Law Journal Women In the Law Award. She has taught as an adjunct professor at Mt. Mary University. She is a member of the Wisconsin State Bar Association, the Wisconsin Trial Judges Association and the Milwaukee Trial Judges Association. She is active in the community as a member of the Polish Heritage Alliance, Polanki Polish Women’s Cultural Club, and the Washington Heights Neighborhood Association.

A former U.S. Air Force Special Agent with 15 years of experience in felony investigations, counterintelligence, and protective services—including a final assignment as Chief of Force Protection and Travel Security for the White House under President Obama—Chris also served as a federal law enforcement instructor. He now conducts national court security assessments for the National Center for State Courts and delivers specialized training to judicial officers and their families, emphasizing threat awareness, personal safety, and digital protection.

Accepted into the United States Department of State’s Fulbright Specialist Program, John has keynoted globally on judicial security and threat assessment and has conducted physical security assessments and personal safety training for law enforcement and court family across the globe. Shay Cleary is an accomplished court information technology professional and Managing Director of NCSC Court Consulting Services, responsible for overseeing technology, cybersecurity, and court space initiatives. With over 20 years of experience in the field, Shay has held various roles within the Minnesota Judicial Branch, including technical writer, business architect, information technology manager, and IT deputy director. He has led numerous projects focused on technical leadership, infrastructure, procurement, process improvement, and end-user support, and is passionate about leveraging technology to enhance court administration and outcomes. Before joining NCSC, Shay worked as a technology consultant and senior project manager at Mission Critical Partners, a firm specializing in government data, infrastructure management and cybersecurity in the public safety, justice, and utility sectors. Shay's qualifications include a master's degree in business communication and a bachelor's degree in technical communication, in addition to certifications as a Certified Court Manager (CCM), ITIL Foundations Practitioner, ICS2 Certified in Cybersecurity (CCC), and membership in NACM, IJIS (Court Advisory and Cybersecurity Committees), and the Data Governance Institute (DGI). Shay Cleary is an accomplished court information technology professional and Managing Director of NCSC Court Consulting Services, responsible for overseeing technology, cybersecurity, and court space initiatives. With over 20 years of experience in the field, Shay has held various roles within the Minnesota Judicial Branch, including technical writer, business architect, information technology manager, and IT deputy director. He has led numerous projects focused on technical leadership, infrastructure, procurement, process improvement, and end-user support, and is passionate about leveraging technology to enhance court administration and outcomes. Before joining NCSC, Shay worked as a technology consultant and senior project manager at Mission Critical Partners, a firm specializing in government data, infrastructure management and cybersecurity in the public safety, justice, and utility sectors. Shay's qualifications include a master's degree in business communication and a bachelor's degree in technical communication, in addition to certifications as a Certified Court Manager (CCM), ITIL Foundations Practitioner, ICS2 Certified in Cybersecurity (CCC), and membership in NACM, IJIS (Court Advisory and Cybersecurity Committees), and the Data Governance Institute (DGI). Tammy Johnson re-joined the Wisconsin State Capitol Police in October of 2023. Tammy works for Wisconsin State Capitol Police as a Sergeant – overseeing the Court Protection Unit. Tammy was formerly the Supreme Court from Marshal. In these positions she has performed and continues to perform a variety of functions to the Community, Supreme Court, Circuit Courts, Municipal courts, and staff members. Tammy maintains security and monitor visitors while in session, manages calendars and logistical support. Tammy is also federally trained in Physical security assessments and has conducted many courthouse assessments throughout the state of Wisconsin. Tammy has a wide range of experience in both Law Enforcement and Healthcare. Tammy has presented nationally on “Becoming a harder Target”. She started her journey in Wisconsin State employment in 1994 as a Certified Nursing Assistant II. As a CNA II, Tammy provided direct care for WI Veterans Affairs, Southern WI Center for the developmentally challenged and the Intensive Care Unit for the local Hospital. Upon graduation from Kenosha County Police Law Enforcement Officer Academy, Tammy began serving the Town of Delavan as a road and Marine Unit Officer. Tammy also served for the Capitol Police Department in several capacities including road, dignitary protection and a building Officer, CPR and AED instructor along with Leadership trained and, a member of the Honor Guard Team.

Patrick is a career prosecutor, presented by the Chief Justice of the California Supreme Court with the California Public Lawyer of the Year award from the State Bar’s Public Law Section, honored as one of the Daily Journal’s Top Professional Responsibility Lawyers for 2025 and 2026, and named as one of the 2024 Top Professional Responsibility Lawyers by the State Bar of California. She was awarded the National District Attorneys Association 2025 Distinguished Faculty Award and honored with the 2023 Instructor of the Year Award by the California District Attorneys Association. Ms. Patrick has completed over 170 trials ranging from hate crimes to domestic violence to first-degree murder. Before becoming a prosecutor, she was a trial attorney and team leader in the San Diego Public Defender’s office. Dr. Patrick teaches and trains around the world on a variety of legal, ethical, and motivational topics, engaging her audience with the practical aspects of every topic she teaches. She also serves as an expert witness in a variety of areas including sexual assault, harassment, domestic violence, and threat assessment, and is a trial and jury consultant, preparing litigants for all aspects of trial. On a personal note, Dr. Patrick holds a purple belt in Shorin-Ryu karate, is a concert violinist with the La Jolla Symphony, and plays the electric violin professionally with a rock band.
