Mrs. Parks has extensive experience working with tribal communities and leadership in the area(s) of tribal justice system planning, program development, economic development, business law, code development, child welfare, sex offender prosecution and management and domestic violence. Mrs. Parks is a licensed attorney in the state of Illinois and in the United States District Court for the District of North Dakota. Mrs. Parks is an appointed member of the North Dakota Supreme Court State and Tribal Court Committee. She has served tribal communities for more than fifteen years including as a member of the U.S. Department of Justice Violence Against Women Federal and Tribal Prosecution Task Force, and as the Chief Prosecutor for the Spirit Lake Nation.

Within his role, Kevin’s main focus is supporting Tribal victim assistance programs that are working to empower victims of crime, expedite the recovery process, and keep their communities safe. Prior to joining NCJTC, Kevin spent over 10 years working in the corrections’ and human services’ fields, primarily assisting traumatized youth and their families. In addition, Kevin was also the Program Director for the Menominee Tribal Police Department’s Crime Victims Program. In that position, Kevin oversaw several staff who provided direct services to victims of crime within the Menominee Reservation/County and facilitated and managed a cache of grants that focused on tribal victim assistance and violence against women. He helped spearhead several local programs while working for the Menominee Tribe of Wisconsin and was the recipient of several state and national awards for his leadership in working with victims of crime.

Lea provides training and technical assistance for tribal grantees funded by the Bureau of Justice Assistance (BJA) and other Department of Justice (DOJ) programs. She developed and implemented probation systems focusing on building a stronger tribal community, enhancing community safety, and reducing recidivism by pairing “best practice” concepts with the utilization of local tribal resources. Lea was promoted to Court Administrator and then Judicial Services Director where she developed Tribal Judicial Systems including program development of the courts overall functionality and oversight of the clerk’s, records officer, probation and contractual judicial support services. Lea continues to actively create and promote collaborative relationships that provide resources to enhance all aspects of Tribal Judicial Systems.
