Greg Brown, MCJ, CFE, DHL
Program Manager, National Criminal Justice Training Center
Greg Brown has been working in the corrections field for over 32 years. He is the former chief probation officer in the 20th Judicial District of Colorado. Greg has worked with both adult and juvenile populations and in a variety of specialized programs. He has extensive experience in the supervision, treatment and management of juvenile and adult offenders, including domestic violence and sex offenders. In addition, Greg has spent considerable time developing specialized programs, including specialized enhanced domestic violence offender programming, a gender specific female team of officers with expertise in women’s issues, problem solving courts, standards, policies, restorative justice programs and best practices for the community based management of high risk offenders. Greg is a program manager with the National Criminal Justice Training Center at Fox Valley Technical College.

Kevin Mariano
Project Coordinator, NCJTC
Prior to joining NCJTC, he served as the Chief of Police with the Pueblo of Isleta Police Department. He has over seventeen years of law enforcement experience capitalizing on supervisory experience, operational management, staff development, administrative and finance management, motivational leadership and decision making. He served as the liaison between the Pueblo of Isleta, Bureau of Indian Affairs, and surrounding law enforcement agencies to build relationships and matters related to community safety. He has worked closely with diverse teams to successfully receive federal grant funding, implement Memorandum of Agreements, develop policy and procedures, and for implementing and managing the Sex Offender Registry Program.

Kevin works with program efforts funded by the Office for Victims of Crime (OVC), Office of Justice Programs, U.S. Department of Justice. This includes providing training and technical assistance for the OVC American Indian/Alaska Native Comprehensive Tribal Victim Assistance and Tribal Victim Services Set Aside Programs. Prior to this, Kevin provided fatherhood and healthy relationships programing in communities, jails and juvenile residential treatment facilities, as well as trainings, workshops and keynote addresses for various Native American tribes, communities, conferences, high schools and youth programs.

Paul Fuentes
Court Administrator for the Cheyenne and Arapaho Tribes Judicial Branch
Paul Fuentes provides leadership and oversight for court operations, judicial programs, personnel, budgets, grants, and strategic initiatives that support the fair and effective administration of justice. Working closely with tribal leadership, judges, court staff, and community partners, he is committed to strengthening court services, improving organizational performance, and enhancing access to justice for tribal citizens.
Before returning to the Cheyenne and Arapaho Tribes as Court Administrator, Paul served as a Project Coordinator with the National Criminal Justice Training Center (NCJTC) of Fox Valley Technical College. In that role, he provided training and technical assistance to tribal justice professionals across the country through Bureau of Justice Assistance-funded initiatives, including the Tribal Justice System Planning Process Training and Technical Assistance Program and the Tribal Responses to Alcohol and Substance Misuse Training and Technical Assistance Program.
Paul previously served the Cheyenne and Arapaho Tribes as Director of Grants and Research, where he secured and managed millions of dollars in federal, state, and private funding to support tribal justice, public safety, social services, infrastructure, and economic development initiatives. He also served as Acting Court Administrator, overseeing multiple judicial programs and helping ensure the efficient and effective operation of the tribal justice system.
Among his notable accomplishments, Paul secured funding for and helped oversee the development of a 9,000-square-foot Tribal Justice Center, which opened in 2018 and significantly expanded the Tribes’ capacity to provide court, probation, legal aid, and related justice services. He later secured federal funding for Phase II of the project, adding more than 7,000 square feet of additional space to further strengthen the delivery of justice and community-based services.

Stefanie Wyatt
Chief Probation Officer/Wellness Court Coordinator/Family Court Coordinator
After receiving her Directors Certification in early childhood education/child growth & development, Stefanie spent the next 16 years making a positive impact on youth. In 2004 she accepted a position with the Southern Ute Police Dept. as a Community Recourse Officer providing interventions, community outreach, & education to the community & youth. In 2006, Stefanie was selected by Chief Judge Elaine Newton to take on a strategic role working with juveniles sentence to probation.
As a result of her work as a Juvenile Probation Officer and Adult Wellness Court Case Manager, Stefanie enrolled in the first Tribal Probation Academy offered by FVTC in 2007. In the following years, she continued her mission to evoke change within her community by working with families, youth in grades K-12 & the Southern Ute Tribal Probation Dept to develop programming to address attendance issues. Stefanie currently serves as the Chief Probation Officer/Wellness & Family Court Coordinator with Southern Ute
