Christopher Lobanov-Rostovsky
Licensed Clinical Social Worker (LCSW)
Christopher has 30 years of experience working in the area of sex offender management and treatment, including both treatment & policy development. He currently works for the Colorado Department of Public Safety, Division of Criminal Justice as the Program Director for the Colorado Sex Offender Management Board (SOMB), where he is responsible for the development of standards for the treatment and management of sexual offenders, & providing legislative and policy input. Christopher also works as a private consultant for federal and federally funded agencies and organizations, including Tribal jurisdictions, responsible for developing and providing training, program assessment, peer review of grant solicitations and reports, and legislative and policy development.
He has also published a number of articles and chapters related to sex offender management, with specific expertise on the state implementation of federal sex offender management legislation and sex offender public policy.

Kevin Poleyumptewa
Project Coordinator with the National Criminal Justice Training Center of Fox Valley Technical College
Kevin works with program efforts funded by the Office for Victims of Crime (OVC), Office of Justice Programs, U.S. Department of Justice. This includes providing training and technical assistance for the OVC American Indian/Alaska Native Comprehensive Tribal Victim Assistance and Tribal Victim Services Set Aside Programs. Prior to this, Kevin provided fatherhood and healthy relationships programing in communities, jails and juvenile residential treatment facilities, as well as trainings, workshops and keynote addresses for various Native American tribes, communities, conferences, high schools and youth programs.

Caley Small
Project Coordinator, Community Health Division, Altarum
Caley has served as project manager, project coordinator, & analyst in the public health field for 8 years, focusing on tribal health, behavioral health, and maternal and child health. She currently serves as a behavioral health technical assistance specialist for the Bureau of Justice Assistance’s Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP) Training and Technical Assistance Center on peer recovery support services (PRSS), specifically working with tribal populations. Caley has worked closely on various community-based projects to address health disparities and health equity among tribal populations across the United States. Most recently, she co-authored a paper addressing PRSS, including information on how to navigate the uniqueness of the different intercepts in tribal communities.

Bobby Dorton
Reentry Program Manager, Tanana Chiefs Conference
Bobby is am Athabascan from Northway, a village in the Upper Tanana Region. He enjoys living a subsistence lifestyle and loves advocacy, speaking up, and being the voice of reentrants and recovering addicts. He has lived experience with prisons and substance misuse. Bobby recently accepted a position with Tanana Chiefs Conference as Reentry Program Manager. His previous job was addiction counseling at the Ralph Perdue Center, a 3.5 residential treatment center in Fairbanks, Alaska. Bobby's most tremendous success is being a member of the Peer Support Advisory Board, which focuses on helping peers get certified through the Alaska Commission for Behavioral Health, where he is now serving as a commissioner. In addition, Bobby serves on the Advisory Board on Alcoholism and Drug Abuse and the Alaska Mental Health Board. He has served as the community co-chair for the Fairbanks Reentry Coalition for the past three years.
