Special Agent in Charge (SAC) Rachel Capello is a 28-year veteran in law enforcement. She has worked for the California Department of Justice (CA DOJ) for over 24 years, assigned to the Bureau of Narcotic Enforcement and Bureau of Investigation. She currently oversees a variety of investigative teams and programs, including two Central Valley California, High Intensity Drug Trafficking Area (HIDTA) task forces, which respond and investigate the scene of a drug overdose, including fatal fentanyl drug overdoses. Additionally, the task forces conduct investigations and field operations to identify and arrest the suspected drug distributors for successful prosecution. SAC Capello has conducted and led numerous high-profile investigations for the California Office of the Attorney General. She has testified in court as an expert and has experience in working drug trafficking organizations, clandestine laboratories, fentanyl overdoses, human trafficking, and gangs; to include working undercover, wiretap investigations and the handling of digital devices as evidence. She created a Digital Forensics Laboratory and is an instructor at the CA DOJ, Special Agent Orientation Academy. She has a bachelor's and master's degree in criminology. She conducts meetings and presentations with members of Congress on important drug policies and funding issues, including the Fentanyl Prevention Caucus. She has served on the Executive Board for the California Narcotic Officers' Association for 20 years and was the 2019 President.
