With over 24 years of law enforcement experience, Blaine began his career in 2000 as a detention officer with the Stillwater (OK) Police Department. After three years, he served as a patrol officer for six years with the Estes Park (CO) Police Department. In 2011, he joined the Oklahoma Bureau of Narcotics (OBN), working narcotics cases for three years and human trafficking investigations for five. Promoted to Agent in Charge in 2019, he led a narcotics unit until 2022. Since November 2022, Blaine has served as a Special Agent with the Oklahoma State Bureau of Investigation, assigned to the Internet Crimes Against Children (ICAC) Taskforce. An experienced instructor, Blaine has taught at Rose State College, the Oklahoma Basic Police Academy, and for OBN, delivering continuing education courses on Human Trafficking, Online Investigations, and Advanced Report Writing. He also instructs for the National Criminal Justice Training Center and Professional Law Enforcement Training. A strong advocate for integrating technology into public safety, Blaine has extensive experience with drones, cell phone and computer forensics, and investigative software tools. He is an FAA-licensed sUAS pilot and Cellebrite-certified forensic cell phone examiner. His credentials include Advanced CLEET certification, recognition as OBN’s 2017 Agent of the Year, and membership in the Association of Oklahoma Narcotics Enforcers (AONE) and the Oklahoma Attorney General’s Anti-Human Trafficking Working Group. He is also a published author for Law Enforcement Today, a Field Training Agent, and a former member of the OBN Honor Guard.
