Cathy Delapaz   Program Manager over Curriculum for the AMBER Alert Training and Technical Assistance Program (AATTAP)

Cathy has developed and delivered training for AMBER Alert programs, the U.S. Department of Justice, local and state law enforcement, the FBI, Children’s Advocacy Centers, Child Protective Services, juvenile probation, and prosecutors’ offices nationwide. A retired 34-year veteran of the Dallas Police Department, Cathy spent 18 years as a detective in the Crimes Against Children/Child Exploitation Unit, where she investigated thousands of child sexual abuse cases, including child sex trafficking, child abductions, child homicides, cold case murders of children, and high-profile authority figure cases. She also co-founded the Dallas Police Department’s nationally recognized High Risk Victim Model, a proactive rapid-response approach that helped recover hundreds of child sex trafficking victims a year and lead to many criminal cases against traffickers and buyers.
