Matthew Hall brings more than 25 years of law law enforcement experience to Homeland Security Investigations (HSI) San Diego’s Contraband Smuggling Division. He has served in local, tribal, and federal law enforcement leadership roles, specializing in violent crime, narcotics investigations, border security, and undercover operations. A 15-year associate of Fox Valley Technical College, Mr. Hall holds a bachelor’s degree from the University of Arizona and a master’s degree in Criminal Justice Administration from Grand Canyon University.

Marlys Big Eagle is an enrolled member of the Crow Creek Sioux Tribe who dedicated more than 27 years of service to the U.S. Department of Justice, advancing victims’ rights and advocating for Native American communities. She retired in 2025 as the DOJ’s first National Native American Outreach Services Liaison, where she helped strengthen the Department’s response to the Missing or Murdered Indigenous Persons (MMIP) crisis. Throughout her distinguished career, Ms. Big Eagle provided leadership in victim assistance programs nationwide and spent more than two decades serving victims and witnesses in the U.S. Attorney’s Office for the District of South Dakota, with a focus on Indian Country. A recipient of the Attorney General’s Award for Excellence in Indian Country, she has also served as an EEO Investigator, mentor, domestic violence center executive director, and criminal investigator for the Crow Creek Sioux Tribe. Her career reflects a lifelong commitment to justice, victim advocacy, and service to Native communities.
